Syria opposition launches national council (AP)

BEIRUT ? Syrian dissidents meeting in Turkey formally announced Sunday the creation of a broad-based council designed to overthrow President Bashar Assad's regime in what appeared to be the most serious step yet to unify a fragmented opposition.

Members of the Syrian National Council (SNC) said that it would be an umbrella group for various opposition groups both inside and outside the country and a vehicle for democratic change.

The council aims at "achieving the wishes and hopes of our people in overthrowing the current regime ... including the head of this regime," according to a statement read by opposition figure Bourhan Ghalioun in a news conference in Istanbul.

The Syrian opposition consists of a variety of groups with differing ideologies, including Islamists and secularists, and there have been many meetings of dissidents claiming to represent Syria's popular uprising since it erupted seven months ago. But the new council is the broadest umbrella movement of revolutionary forces formed so far.

A group of Syrian activists had declared the preliminary formation of the council last month, but its structure and goals, and a founding statement signed by major opposition factions, had not been announced until this conference.

Ghalioun said that the council aims to present a united front for the opposition, and urged Syrians everywhere to support it.

He said he was not worried about whether the international community recognized the council, although one major benefit of the council to the Syrian opposition would be to provide a single body with which other countries could coordinate.

Ghalioun said it included representatives from the Damascus Declaration grouping, a pro-democracy network based in the capital, the Syrian Muslim Brotherhood, Kurdish factions, and the grass roots Local Coordination Committees which have led protests across the country, as well as other independent and tribal figures.

He said the council categorically rejects any foreign intervention or military operations to bring down Assad's regime but called on the international community to "protect the Syrian people" from "the declared war and massacres being committed against them by the regime."

The council's statement said that protesters should continue to use "peaceful means" to topple the Syrian leader, but there have been increasing reports of some protesters taking up arms to protect themselves.

The organizers have not named a leader for the national council, but appeared to give a leading role to Ghalioun, a respected and popular opposition figure who is also a scholar of contemporary oriental studies at the Sorbonne in Paris.

Bassma Kodmani, another Paris-based academic, said the council consists of three bodies: a general assembly, a general secretariat and an executive committee. Leadership of the council will be rotating, she said.

Syria's uprising began in mid-March amid a wave of anti-government protests in the Arab world that have so far toppled autocrats in Tunisia, Egypt and Libya. Assad has reacted with deadly force that the U.N. estimates has left some 2,700 people dead.

Congress addresses Chinese currency manipulation (AP)

WASHINGTON ? After years of trying, Congress is taking another stab at retaliating against what many see as Chinese manipulation of its currency to make its exports to the United States cheaper and U.S. exports more expensive.

The Senate is expected to take up legislation Monday to impose higher U.S. duties on Chinese products to offset the perceived advantage that critics say China gets by undervaluing its currency. It's a political given here that China's economic policy has damaged American manufacturers and taken away American jobs.

Beijing denies that its exchange rate is responsible for the huge trade deficit that the United States has with China, and it's not clear that lawmakers have the political will to follow through.

While the Senate bill has bipartisan support and is expected to clear a procedural hurdle Monday evening, intense lobbying against it by American-based multinational corporations and their trade associations could spell trouble for the legislation.

Moreover, the Obama administration, like the Bush administration before it, doesn't like the bill, saying quiet diplomacy is a better way to influence Chinese policy and warning that overt sanctions could lead to a destructive trade war.

Sens. Chuck Schumer, D-N.Y., and Lindsey Graham, R-S.C., among others, have been trying for at least six years to pass legislation making it easier to slap higher tariffs on Chinese goods to compensate for what they say is Beijing's effort to keep its currency, the yuan, undervalued against the dollar, making its exports cheaper and U.S. exports to China more expensive.

Under U.S. pressure, China did take steps last year that allowed for some flexibility in the exchange rate, but the yuan has risen only a few percentage points since then, and economists say it is still undervalued against the dollar by as much as 40 percent.

Schumer and others say that's a major reason that some 2 million U.S. jobs have been lost to Chinese competitors in the last decade and that the U.S. trade deficit with China last year hit a record $273 billion, some 43 percent of the entire U.S. trade gap.

"They get away with economic murder and thus far our country has just said, `Oh, we don't care,'" Schumer said. "This legislation will send a huge shot across China's bow."

Among Republicans, presidential hopeful Mitt Romney has said he would sanction China for keeping its currency artificially low.

The Senate bill, which does not specifically mention China, has two main components:

_Up to now, the Treasury Department has had to declare that a country was willfully manipulating its currency to trigger a response, something the Bush and Obama administrations have avoided doing. The legislation would require Treasury to determine only that another country's currency is misaligned, then give its government 90 days to make corrections before countervailing duties are imposed.

_The bill makes it easier for specific industries to petition the Commerce Department for redress under claims that the misaligned currency of China or another country amounts to an export subsidy. That more narrowly focused provision, sponsored by Sens. Sherrod Brown, D-Ohio, and Olympia Snowe, R-Maine, passed the House last September on a 348-79 vote. The last Congress, however, ended before the Senate could take it up.

Supporters point to studies by the Peterson Institute for International Economics that say a 20 percent appreciation of the yuan would reduce the U.S. trade deficit by up to $120 billion and create a half-million U.S. jobs. The more liberal Economic Policy Institute estimates that a 28.5 percent appreciation would create more than 2 million jobs.

Opponents of the bill, including the U.S. Chamber of Commerce and the Business Roundtable, whose members do business overseas, paint a different picture. A letter to Senate leaders from more than 50 such groups warned that unilateral action against China would likely result in retaliation against U.S. exports to China, possibly violate World Trade Organization rules and do little to create U.S. jobs because other low-cost manufacturing countries would take up the slack if Chinese goods became more expensive.

There's also concern that a trade war with China would remove incentives for China to improve its record on intellectual property rights or cooperate in easing tensions with North Korea. The conservative Club for Growth, which holds sway among many Republicans, opposes the Senate bill, saying it would raise prices for American consumers.

China denies that the exchange rate is the cause of the huge trade imbalance, saying that the United States could help itself by lifting a ban on sales of high technology goods.

White House press secretary Jay Carney would only say that the administration is reviewing the Senate bill. If the measure does make it through the Senate, it faces an uncertain future in the House.

Tigers to face Yanks; Cabrera finishes at .344

DETROIT - Miguel Cabrera and the Detroit Tigers are headed back to the same place they opened the season: Yankee Stadium.

Miguel Cabrera singled and doubled, wrapping up the American League batting title in Detroit's 5-4 win over the Cleveland Indians on Wednesday night. But that wasn't enough to earn home-field advantage in the first round of the playoffs. Less than an hour after the AL Central-champion Tigers won, they found out they would have to begin the postseason in New York on Friday night.

"It's going to be fun," catcher Alex Avila said. "I don't think we really cared who we were playing. You know in the playoffs you're going to play good teams."

The Tigers could have hosted the wild card in the first round if AL West-champion Texas had lost to the Los Angeles Angels on Wednesday. The Rangers won 3-1.

So now Detroit ? which finished the season on a 30-9 tear ? will take on the Yankees, who posted the best record in the American League. The Tigers opened the year by losing two of three at New York. They took three of four from the Yankees at home in early May.

Detroit is going to the postseason for the first time since 2006, when the Tigers beat New York in the first round en route to the World Series.

"They've got good players ? that's the bottom line," Detroit right-hander Rick Porcello said. "If you make it anything more than that, then you're psyching yourself out. They're just like us. We're a good baseball team. They're a good baseball team."

Cabrera finished the season hitting .344, six points ahead of Michael Young of Texas and Adrian Gonzalez of Boston.

Jhonny Peralta hit his 21st homer of the season off Vinnie Pestano (1-2) in the eighth inning to give the Tigers a 5-4 lead after Ryan Perry (2-0) allowed Cleveland to tie it in the top of the eighth.

Jose Valverde pitched the ninth to finish the regular season with 49 saves in 49 chances.

Cleveland manager Manny Acta was ejected in the first inning, enabling bench coach Tim Tolman to be the acting manager in his final game before moving to an undetermined role elsewhere in the organization. Tolman said before the game he has Parkinson's disease.

Acta said the ejection wasn't an attempt to let Tolman manage his finale.

"I would never make a mockery of a baseball game like that," Acta said. "If I had wanted Tim to manage, I wouldn't have gotten thrown out. I would have handed him the lineup cards and told him to manage. He didn't manage the game anyway ? I managed it from the tunnel. It was just like being in the penalty box."

The Indians led 3-0, and starter Zach McAllister went five innings without allowing an earned run, but the bullpen couldn't hold on.

Detroit took a 4-3 lead in the seventh when Wilson Betemit tripled and pinch-runner Danny Worth scored on a wild pitch. Cleveland tied it in the eighth when Perry allowed a double to Travis Hafner, a pair of walks and then a sacrifice fly by Jack Hannahan.

Detroit manager Jim Leyland said he had a piece of paper with all sorts of batting average scenarios on it, hinting he might pull Cabrera if he thought it would help him win the batting title. But Detroit needed him in there to try to win the game, and Cabrera did his part.

It was an enjoyable ending to the regular season for Cabrera, who was arrested on suspicion of drunken driving early in spring training. He led the American League in home runs in 2008 and RBIs last year. According to STATS, LLC, he's one of three active players with a "career triple crown" ? along with Albert Pujols and Alex Rodriguez.

"That's hard to do," Cabrera said. "I just thank God for giving me the opportunity to go out there every day."

Porcello allowed three runs and five hits in six-plus innings.

NOTES: Leyland didn't provide an update on the playoff roster. ... Detroit finished 15 games ahead of Cleveland, which clinched sole possession of second place in the AL Central with Chicago's loss earlier in the day. There was an impromptu celebration in the Indians' clubhouse when the White Sox lost. ...
