21 House Committees ? and Now One Chairwoman
Check the box! There will be a Republican woman who will be chairing a full House committee next session, after all.
Rep. Candice Miller of Michigan earlier this week lost out to Rep. Michael McCaul, R-Texas, for the coveted Homeland Security gavel, a decision made by a GOP steering committee controlled by Speaker John Boehner, R-Ohio.
But on Friday, Boehner announced that Miller will chair the House Administration Committee, which may not be as desirable a post but includes among its jurisdiction oversight of the federal election process. Miller becomes the fourth Michigander leading a full committee, joining Reps. Fred Upton on Energy and Commerce, Dave Camp on Ways and Means, and Mike Rogers on Intelligence.
Miller?s losing bid earlier this week in the contest for Homeland Security had caused a stir, because it signaled there might not be any women among the 113th Congress?s 21 House committee chairs. But yet to be announced were still two of the 21 total chairs, for Administration and Ethics. (Republicans have at least picked several women for posts in House GOP conference leadership, topped by Cathy McMorris Rodgers of Washington as conference chairwoman.)
But the prospect of no women heading full committees was even more puzzling given all the talk among Republicans that they needed to project a more diverse image ? and given that women voted Democratic by double-digit margins in the presidential contest and generic congressional ballots on Nov. 6.
Rep. Ileana Ros-Lehtinen, R-Fla., has been serving as a committee chairwoman, on Foreign Affairs. But she isn?t keeping that committee?s gavel next year because she is term-limited.
It is uncertain whether now giving Miller the top seat on the Committee on House Administration may soften the negative perceptions of a white-male-dominated roster of Republican House committee chairmen, particularly when contrasted with what will be a more diverse roster in terms of gender and race among Democratic ranking members.
The House Administration Committee has jurisdiction over the federal election procedures, and also is charged with managing the budget authorizations for House committees and members? offices and overseeing traditional franking and more modern ways for members to engage with constituents. It works closely with Capitol Police as an overseer of security on the House side of the Capitol.
In a statement on Friday, Miller said, ?I am both humbled and honored by the confidence Speaker Boehner has shown in me to take on the Chairmanship of the Committee on House Administration.?
?This committee has the responsibility to ensure that the House runs in an effective and efficient manner, which is vital as we work to meet the many challenges facing this great nation,? she said. ?Most importantly, this committee has jurisdiction over the federal election process, and I am absolutely committed to making certain that we enact rules to ensure this nation continues to have open, free, and fair elections.?
There was still no word as of Friday afternoon on who will lead the Ethics Committee ? a post that many lawmakers do not want given its role in investigating colleagues? activities.

Internet service goes out across Syria
BEIRUT (AP) ? Internet service went down Thursday across Syria and international flights were canceled at the Damascus airport when a road near the facility was closed by heavy fighting in the country's civil war.
Activists said President Bashar Assad's regime pulled the plug on the Internet, perhaps in preparation for a major offensive. Cellphone service also went out in Damascus and parts of central Syria, they said. The government blamed rebel fighters for the outages.
With pressure building against the regime on several fronts and government forces on their heels in the battle for the northern commercial hub of Aleppo, rebels have recently begun pushing back into Damascus after largely being driven out of the capital following a July offensive. One Damascus resident reported seeing rebel forces near a suburb of the city previously deemed to be safe from fighting.
The Internet outage, confirmed by two U.S.-based companies that monitor online connectivity, is unprecedented in Syria's 20-month-old uprising against Assad, which activists say has killed more than 40,000 people.
Regime forces suffered a string of tactical defeats in recent weeks, losing air bases and other strategic facilities. The government may be trying to blunt additional rebel offensives by hampering communications.
State Department spokeswoman Victoria Nuland condemned what she called the regime's "assault" on Syrians' ability to communicate with each other and express themselves. She said the move spoke to a desperate attempt by Assad to cling to power.
Syrian authorities often cut phone and Internet service in select areas to disrupt rebel communications when regime forces are conducting major operations.
The government sent mixed signals about the Internet outage but denied it was nationwide. The pro-regime TV station Al-Ikhbariya quoted Information Minister Omran al-Zoubi as saying that "terrorists" have targeted Internet cables, interrupting service in several cities.
Separately, state-run TV said the outage was due to a technical failure that affected some provinces, adding that technicians were trying to fix it.
Activists in Syria, reached by satellite telephones unaffected by the outage, confirmed the communications problems.
A young Syrian businessman who lives in an upscale neighborhood of Damascus, which some refer to as part of "the green zone" because it has remained relatively safe, sent a text message to an Associated Press reporter Thursday that said the Internet had been cut in his area and that mobile phone service was cutting out.
He said he was driving Wednesday through the Damascus suburb of Aqraba, near the airport, and saw dozens of rebel fighters for the first time in the area, riding in pickup trucks and motorcycles, and wielding AK-47s.
Their presence so close to the "green zone" may have led to the Internet being cut, said the resident, who spoke on condition of anonymity because he feared government reprisal. He said the military was positioned a few hundred meters away from the rebel fighters and had built large speed bumps to enclose the area.
The opposition said the Internet blackout was an ominous sign that the regime was preparing a major offensive.
"I fear that cutting the Internet may be a prelude to a massacre in Damascus," said Adib Shishakly, a Syrian opposition figure from Cairo, Egypt. "The regime feels it is being choked off by rebels who are closing in on the capital from its suburbs. It's a desperate move, they are trying to sever communications between activists."
Renesys, a U.S.-based network security firm that studies Internet disruption, said in a statement that Syria effectively disappeared from the Internet at 12:26 p.m. local time.
"In the global routing table, all 84 of Syria's IP address blocks have become unreachable, effectively removing the country from the Internet," Renesys said. It added that the main autonomous system responsible for Internet in the country is the Syrian Telecommunications Establishment, and that "all of their customer networks are currently unreachable."
Akamai Technologies Inc., another U.S.-based company that distributes content on the Internet, also confirmed the complete outage.
Jim Cowie, the chief technology officer at Renesys, said the abruptness of the outage suggested it wasn't due to a severed cable. Syria has several cables that connect it to the outside world, and all of them would have had to be cut at once for a complete outage. A power outage or an intentional shutdown at central Syrian telecommunications facilities is a more likely cause, he said.
"We saw everything go in three to four minutes, which looks like a light switch," Cowie said.
He said the profile of the outage was similar to what the Egyptian government did in January 2011 during the Arab Spring uprising that toppled longtime leader Hosni Mubarak. Egypt switched off the Internet for five days, halting businesses, banking and ? at the height of the demonstrations ? the ability of protest leaders to organize and communicate with each other.
Bahrain's Sunni rulers also jammed cellphones during the military offensive on the protesters' encampment in the capital of Manama in March 2011. Internet service remained at a crawl when the Bahrain's military stormed the city's Pearl Square ? the headquarters of the revolt ? after weeks of street protests.
Ann Harrison, deputy program director for the Middle East and North Africa at Amnesty International, said in a statement that the group worried the communications were cut in Syria "to shield the truth of what is happening in the country from the outside world."
Thursday's violence appeared to be focused on southern suburbs near the Damascus international airport, forcing the military to shut the road to the facility. The surrounding districts have been strongholds of rebel support since the uprising began.
Austria Press Agency said two Austrian soldiers assigned to the U.N. Disengagement Observer Force in the Golan Heights were wounded after their convoy came under fire en route to the airport. The report, quoting the Defense Ministry spokeswoman, said the two did not appear to be critically hurt.
Rami Abdul-Rahman, head of the Britain-based Syrian Observatory for Human Rights, said the regime has started a major offensive around the airport where rebels have been particularly active in recent weeks.
Abdul-Rahman, who relies on a network of activists in Syria, said large convoys of government reinforcements were seen heading south toward the airport, which is 25 kilometers (15 miles) southeast of Damascus. The fighting was concentrated in and around the suburbs of Aqraba and Beit Saham, he said.
The Syrian Information Ministry later said the airport road was secure after attacks by "terrorist groups" on motorists, according to state TV. It was not immediately clear whether the road had been reopened.
The fighting prompted both Emirates airline and EgyptAir to cancel flights to Damascus.
Despite months of sporadic fighting and deteriorating security in Damascus, the airport has remained open.
But EgyptAir said in a statement that the airline will halt all flights to Damascus and Aleppo starting Friday, until further notice. EgyptAir head Rushdi Zakaria said the decision was due to deteriorating security conditions in Syria.
Syrian TV also said government forces were chasing "al-Qaida elements" around Damascus, mostly in the eastern suburbs of Douma and the southern suburb of Daraya.
The Observatory said the regime used warplanes to hit districts including Daraya, where fighting has raged for days.
The operation around Damascus comes days after rebels made significant advances in the area. Last week, they captured a major helicopter base just outside the capital.
In the southern city of Daraa, where the uprising began, rebels detonated a car bomb near the house of a senior member of the country's ruling Baath Party, killing him and his three bodyguards, activists said. Rebels frequently target regime figures and military commanders.

LOS ANGELES (AP) ? Negotiators for employers and workers at the Los Angeles and Long Beach harbors will resume talks following a third day of a strike that has shut down most of the terminals at the nation's busiest port complex.
The lead negotiator for the harbors' employers association, Stephen Berry, says he wrote a letter to the union president Thursday afternoon inviting him back to the negotiating table with no preconditions.
Craig Merrilees, an International Longshore and Warehouse Union spokesman in San Francisco, confirmed the meeting would take place Thursday night.
About 70 clerical workers from the union were picketing seven of eight Los Angeles terminals and three of six Long Beach terminals.
The clerical workers have been locked in a contract dispute with 14 shippers for 2? years.

BASKETBALL: Mexico High School Lady Bulldogs opened their basketball season Monday with a win against the New Haven Shamrocks 29-22 in the Montgomery County R-2 Tournament.
"It looked like a first game shooting-wise with both teams playing very solid defense," stated MHS coach Ed Costley. New Haven coming off a final four finish last year, did a great job of slowing the game down on the offensive side keeping the Lady Bulldogs from an uptempo game. Costly said he was impressed with his team's defense. "We held New Haven scoreless the last five minutes of the ball game," he added. Anne Baker, 4 rebounds, and Danielle Baumgartner, 5 rebounds, led the way on the defensive boards.
The Lady Bulldogs will have to improve from three-point range, not making a three-point basket from 11 attempts Monday. "We definitely will need a better three-point night tomorrow (Wednesday) against Hermann to help open the floor for our offense," said the MHS coach.
Mexico shot 24 percent from the floor while New Haven shot 30 percent.
Leading scorers for Mexico were seniors Brooke Costley and Anne Baker with 8 points each. Junior Remington Greenwell contributed 7 points, while junior Kelli Ingrum scored 4 and sophomore Alison Mudd scored 2 points. Costley also led in assists with three, as well as six steals.
The Bulldogs return to tournament play at 7:30 p.m. Wednesday against Hermann.
The seventh grade Mexico Bulldogs opened up their season in winning fashion, overcoming a first quarter deficit to beat the Kirksville Tigers 35-27.
After being down 10-7 after the first quarter, the Bulldogs were tied 14-14 at the half and led 23-18 after three quarters.
Leading the way were Avion Williams with 11 points and Michael White with 10. Also contributing were Cameron Holman with 4 points, Ty DeBurns, Cameron Baumgartner, Marcus Higbee, Malik Sheets and J'Marquay McGrueder, all with 2 points each.
"We came out slow, but our defense really stepped up in the third and fourth quarters to put the game away," Coach Aaron Schafer said.
The Bulldogs' next game will be Thursday in Warrenton at 6:30 p.m.
St. Brendan Irish basketball team earned its first win of the season Monday night against Mary Immaculate of Kirksville to start the St. Pius X Basketball Tournament in Moberly.
"Jeffrey Burgus and Andrew Whitworth had a great game in the paint," stated coach Chris Abbott.
The Irish scored many points from fast breaks and off of their press. Brice Abbott and Brennan MacIntosh disrupted Mary Immaculate's guards forcing many turnovers. Cooper Manns, Parker Koontz, and Mathew Shipman controlled the boards for the Irish. "We have been getting better and better as the season continues," stated the coach.
Burgus scored 22 points with 11 rebounds; Whitworth scored 15 with 7 rebounds, Abbott scored 6 with 5 rebounds; Manns scored 4 points with 6 rebounds and Shipman had 2 points with 2 rebounds. Koontz had 2 rebounds.
The Irish (1-6) play at 5 p.m. Wednesday in Moberly against the winner of St. Pius X and St. Joseph (Martinsburg) game.
MEXICO FRESHMEN TOURNAMENT: North Callaway freshmen basketball boys lost in the first round of the Mexico freshmen tournament Monday night 56-12 to the top seeded team West Junior from Columbia. The score at halftime was 40-10.
Manzell Payne scored half of North Callaway's points with 6.
The Thunderbirds are back in action in the tournament Wednesday at 6 p.m. and will play Helias.
Other scores Monday night included: Oakland 51, Hannibal 33; Helias 57, Moberly 22; and Fulton 57, Mexico 53.
MEXICO 8TH GRADE GIRLS: Mexico Middle School Lady Bulldogs played Boonville in pool play Monday in the Centralia Tournament, losing to the Lady Pirates 32-17.
Kronesha Belcher scored 4 points with 10 rebounds, Makenzie Ress had 4P/3R, Sydny Hull had 4P/2S/3R, Amber Shaw and Taylor Brown each had 2 points, and Anna Proctor scored 1P.
"We had a couple of spurts where we let Boonville's press get to us but overall I thought that we made some improvements especially on defense from our season opening loss at Kirksville," said coach Cindy Allison.
Boonville led in all quarters.
The next game for Mexico will be tonight against West Junior in pool play of the Centralia Tournament.
VAN-FAR: The Van-Far Lady Indians lost 51-18 to Mark Twain last Tuesday.
"The score was not good but I saw good things as a coach," stated Van-Far coach Sarah Asbury. "First, the girls played with heart which is something we have been working on," stated the coach. She added the girls stayed focused and positive as a team.
"There were a lot of reasons in which we lost our first game however, our nerves got the best of us especially in the first half which I attribute to having such a young team."
For Van-Far Ciara Craven reached double figures with 11 points; Brenna Strange scored 4, Renee Nelson, 2, and Brooke Johnson, 1.

Is Obama?s promise of US troops in the Sinai an outright lie?

Is the Gaza cease fire agreed to by Benjamin Netanyahu based on a lie told the PM by Barack Obama?
Egypt?s president Mohamed Morsi should be forever beholding to Barack Hussein Obama. After all, Obama?s calculated ouster of former Egyptian president Hosni Mubarek gave Morsi the job of ruling the Middle East?s most populous nation. And ruling is the right word as Morsi has granted himself both dictatorial power and immunity from prosecution by Egypt?s courts.
I ?may take the necessary actions and measures to protect the country and the goals of the revolution,? writes the Egyptian president in Article 6 of his power grab decree. Morsi also becomes the ?Sovereign of the State? who can ?claim exception against all rules.? ?(There exists a similar situation in the United States, though it has yet to be put in writing.) (1)
Fortunately, no one in Egypt needs worry about the true intentions of their self-appointed pharaoh. After all, Morsi has assured Egyptians that his new dictatorship is only a temporary state of affairs ?until a new constitution can be drafted and a new parliament elected.?? As a dedicated member of the Muslim Brotherhood, surely he can be taken at his word!
But upon release of his decree on Egyptian television, protests and rioting began throughout the nation. For although Morsi won the ?democratically held? election earlier this year, even the massive voter fraud reportedly engineered by the Muslim Brotherhood could only provide the new president a very narrow margin of victory over the competition.
So why would Morsi agree to the placement of United States soldiers in Egypt?s Sinai region? After all he?ll win few Egyptian friends by inviting American troops into the country and certainly none among his Muslim Brotherhood peers. Yet according to Israel?s Debka, during a conversation with P.M. Benjamin Netanyahu, ?Barack Obama personally pledged to start deploying US troops in the Egyptian Sinai next week,? that is, yesterday or today!? And Obama obviously needed Morsi?s permission to do so. In fact it was only this promise which convinced Netanyahu to accept the cease fire as Obama guaranteed American soldiers would halt the smuggling of arms through Sinai to Hamas in Gaza. (2)
But did Obama lie to Netanyahu? According to Egypt?s Daily News ?there is no truth to what has been published on Israeli websites on plans for the deployment of US troops in the Sinai as part of the ceasefire agreement in Gaza between Hamas and Israel.? Is this statement by the Egyptian armed forces true? Did Netanyahu lie about what he was told by Obama? (3)
Clearly, something is going on here. Debka is not the sort of news provider to make up a story, least of all one of such import. Would Obama lie? That question answers itself. But what would he hope to gain unless it be time for Hamas to replenish its stock of weapons through the usual smuggling routes in the Sinai?? Naturally this would necessitate a prior agreement between Obama and Morsi, indicating the sort of intrigue and betrayal of which both are certainly capable.
This will be a very interesting story to watch during the coming days. For it?s a safe bet that Barack Obama is more concerned with keeping Mohamed Morsi?s friendship and cooperation than Benjamin Netanyahu?s!

CAIRO (AP) ? Thousands flocked to Cairo's central Tahrir square on Tuesday for a protest against Egypt's president in a significant test of whether the opposition can rally the street behind it in a confrontation aimed at forcing the Islamist leader to rescind decrees that granted him near absolute powers.
Waving Egypt's red, white and black flags and chanting slogans against President Mohammed Morsi and his Muslim Brotherhood, the protesters joined several hundreds who have been camping out at the square since Friday demanding the decrees be revoked.
Even as the crowds swelled, clashes erupted nearby between several hundred young protesters throwing stones and police firing tear gas on a street off Tahrir leading to the U.S. Embassy. Clashes have been taking place at the site for several days fueled by anger over police abuses, separately from the crisis over Morsi.
The president's declaration last week of new powers for himself has energized and ? to a degree unified ? the mostly liberal and secular opposition after months of divisions and uncertainty while Islamists from the Muslim Brotherhood and other groups rose to dominate the political landscape.
The turnout for Tuesday's protest call is key to whether the opposition can keep a movement going against Morsi. While the edicts last week sparked the protests, they have also been fueled by anger over what critics see as the Brotherhood's monopolizing of power after its election victories the past year for parliament and the presidency.
"We want to change this whole setting. The Brotherhood hijacked the revolution," said Rafat Magdi, an engineer who was among a crowd of around 2,000 marching from the Cairo district of Shubra to Tahrir to join the rally. "People woke up by his mistakes, and any new elections they will get no votes."
Morsi's decrees, issued Thursday, placed him above any kind of oversight, including that of the courts, until a new constitution is adopted and parliamentary elections are held ? a timeline that stretches to mid-2013.
The opposition says the decrees give Morsi near dictatorial powers by neutralizing the judiciary at a time when he already holds executive and legislative powers. Leading judges have also denounced the measures.
Morsi says the decrees are necessary to protect the "revolution" and the nation's transition to democratic rule. His declaration made all his decisions immune to judicial review and banned the courts from dissolving the upper house of parliament and an assembly writing the new constitution, both of which are dominated by Islamists. The decree also gave Morsi sweeping authority to stop any "threats" to the revolution.
By early afternoon, nearly 20,000 people were at Tahrir, birthplace of the 18-day popular uprising that toppled President Hosni Mubarak's authoritarian regime nearly two years ago. Security was tightened across Cairo, with police checking ID papers and searching cars coming into the center, but there was no sign of protesters being stopped from reaching Tahrir.
A chaotic city of some 18 million people, Cairo's traffic was uncharacteristically light on Tuesday, with many businesses and government offices closing shop early in anticipation of possible unrest.
A new banner in the square proclaimed, "The Brotherhood stole the country" and one protester, Mahmoud Youssef, said: "We are here to bring down the constitutional declaration issued by Morsi." Many chanted the iconic slogans "the people want to bring down the regime."
Several thousand lawyers meanwhile gathered outside their union building in downtown Cairo ahead of their march to Tahrir to join protesters there. "Leave, leave," they chanted, addressing Morsi, who narrowly won elections in June to become the country's first freely elected civilian president.
In the Mediterranean city of Alexandria, some 3,000 anti-Morsi protesters gathered outside the main court at the center of the ancient city.
Morsi's supporters canceled a massive rally they had planned for Tuesday, citing the need to "defuse tension" after a series of clashes between the two camps since the decrees were issued Thursday.
But a Brotherhood spokesman said demonstrations supporting the president could go ahead outside the capital and that supporters would form human chains in some provinces to protect Brotherhood offices. Morsi's supporters say more than a dozen of their offices have been ransacked or set ablaze since Friday. Some 5,000 demonstrated in the southern city of Assiut in support of Morsi's decrees, according to witnesses there.
On Monday, Morsi met with the nation's top judges and tried to win their acceptance of his decrees. But the move was dismissed by many in the opposition and the judiciary as providing no real concessions.
Presidential spokesman Yasser Ali, said Morsi told the judges that he acted within his rights as the nation's sole source of legislation, assuring them that the decrees were temporary and did not in any way infringe on the judiciary. He underlined repeatedly that the president had no plans to change or amend his decrees.
According to a presidential statement late Monday, Morsi told the judges that his decree meant that any decisions he makes on "issues of sovereignty" are immune from judicial review.
The vaguely worded statement did not define those issues, but they were widely interpreted to cover declaration of war, imposition of martial law, breaking diplomatic relations with a foreign nation or dismissing a Cabinet. Morsi's original edict, however, explicitly gives immunity to all his decisions and there was no sign it had been changed.
Monday's presidential statement Monday did not touch on the immunity that Morsi gave the constitutional assembly or the upper chamber of parliament, known as the Shura Council. It also did not affect the edict that the president can take any measures he sees as necessary to stop threats to the revolution, stability or public institutions. Many see that edict as granting Morsi unlimited emergency powers.
The Shura Council does not have lawmaking authorities but, in the absence of the more powerful lower chamber, the People's Assembly, it is the only popularly elected, national body where the Brotherhood and other Islamists have a majority. The People's Assembly was dissolved by a court ruling in June.
Rights lawyers and activists, however, dismissed Morsi's assurances as an attempt to defuse the crisis without offering concrete concessions.
One of the lawyers, Ahmed Ragheb, described the presidential statement and Ali's comments as "playing with words."
"This is not what Egyptians are objecting to and protesting about," he said. "If the president wanted to resolve the crisis, there should be an amendment to his constitutional declaration."
On Tuesday, the influential Judges' Club, a sort of union led by an outspoken Morsi critic, vowed in a statement to escalate its resistance to the decrees. The statement was carried by Egypt's official MENA news agency, which also reported that judges and prosecutors continued their strike for the third day Tuesday, leaving many courtrooms empty across the nation.

End of an era: Myanmar's 'big belly' Chevy buses from WWII face ...
This once-isolated country is replacing its fleet of buses cobbled together from the shells of World War II-era Chevy trucks. ?NBC News' Ian Williams reports on this antique roadshow on wheels that is being swept away by rapid change.

YANGON, Myanmar -- U Ming Kyi affectionately tapped the hood of his dilapidated bus.??Of course I?ll be sad to see it go. They are really reliable. The brakes are great,? he said.
But on this particular morning, bus No. 61 from North Dagon to San Pya market was not cooperating.?The engine screeched and smoked as U Ming sat behind the wheel, turning the key and willing it to life.
He gave up and glanced back at the passengers. As if on cue -- and clearly well practiced -- several jumped from the bus and began pushing until it spluttered, gasped, then finally roared to life.
Bus no 61 was on its way across the north of Yangon, as it has been for decades.
U Ming smiled gingerly. He has been driving these buses for 35 years, and keeping on the road what are possibly the oldest buses in the world still operating needs constant improvisation.

In Myanmar they are called ?big belly? buses and the chassis of no 61 was registered in 1939.?Back then it was a military truck -- a Canada-built Chevy C-15. These were used by the United States, Britain and western allies during the "Burma Campaign" -- the southeast Asia theater of World War II.

After the conflict, Myanmar?s military regime converted them into buses. The makeshift vehicles quickly became the mainstay of a transport system that resembled until recently an antiques show on wheels.
But in a sign of the rapid wider changes sweeping this country, they have been banned from the increasingly traffic-clogged center of Yangon, Myanmar?s main city, and are being phased out to be replaced by shiny new Japanese models.

The price of an old ?big belly? has suddenly gone through the roof -- not because of the vehicle, which is off to the junk yard, but because of the valuable operating license that goes with it.
If he had the money, U Ming would buy one himself. ?The new ones just won?t be the same,? he said. He can read every crunch, bang and hiss -- of which there are many on a bumpy, shaky ride across the city.
Like most vehicles here, the ?big belly? is right-hand drive, a legacy of British rule when traffic drove on the left. Yet the traffic in Myanmar now drives on the right, as in the United States, which means drivers like U Ming spend a good deal of their time straining to see what is coming at them.
Former dictator Ne Win made the switch after seizing power in 1962. Some say it was an anti-colonial gesture. Others put it down to his notorious superstition: Britain?s Daily Telegraph said he took the decision after consulting a wizard.

That these buses operated for so long, patched together with whatever parts were available during years of isolation and sanctions, is testament to the ingenuity of men like U Ming.
All is not lost, though. Long-time Italian resident Alberto Peyre has bought three and given them a luxurious face lift to serve the country's tourism boom.
?They are a piece of history, a piece of history,? he said, as immaculately dressed attendants handed us cold towels as we sat in expensively upholstered seats for a mini-tour of the city.
?I love these buses. I just love them,? he said.
Peyre?s company, Elephant Coach, is marketing tours as ?the ultimate luxury in overland travel.? It?s a long way from the U Ming?s no 61, but it will ensure that these remarkable old machines will not entirely disappear from the streets of Myanmar.

SMTP (SMTP.OB) is a provider of cloud-based services to facilitate email deliverability that includes bulk and transactional sending, reputation management, compliance auditing, abuse processing and issue resolution. The services provide customers with the ability to increase the deliverability of email with less time, cost and complexity than handling it themselves.

- The company has historically been shareholder friendly, and has decided its main use of excess cash flow will go toward paying shareholders dividends. In April 2012, the company announced a $1.4m special dividend and initiated a quarterly dividend policy.

- A recent flurry of transactions in the email marketing and solutions space show the strategic value large corporations are placing on email and marketing tools to drive customer awareness and engagement. Recent acquirers include Google (GOOG), Twitter, Rackspace (RAX), ExactTarget (ET), OpenText (OTEX), IBM (IBM), Vocus (VOCS) and the Hearst Corp.
- A broad range of potential acquirers should increase the chances that SMTP is sold at an attractive premium; meanwhile, shareholders are paid to wait with a generous dividend yield.
SMTP's Value Proposition and Differentiation Points
SMTP provides services to enable small, medium and large businesses to outsource the sending of outbound emails. Senders of email use their services to help maintain their online email reputation so that their email is not blocked and is delivered to the intended recipients. The services are differentiated by level of computer, software and customer support resources provided, which is largely based on the volume of emails sent by customers:
- Business solution services are for small business users that send low volumes on an infrequent basis. These customers typically send between 500 and 200,000 emails each month and pay between $2 and $200 per month in fees (~90% of customers).
- Corporate solutions are for larger businesses requiring dedicated computer and software systems with advanced features, proactive reputation management and phone support. Their high volume corporate customers receive more powerful computer and software systems, high speed Internet connectivity, advanced email management features, 24/7 event monitoring and the highest levels of customer support. Corporate customers typically send from 200,000 to many millions of emails each month and pay between $200 and $10,000 per month. The average customer in this segment pays ~$450 per month (5% of total customers).
- High volume-dedicated solutions are for customers sending over 1m emails per month. The average paying customer in this segment will spend $1,000 - $5,000 per month and receives the highest level of counseling, support, and technology services (estimated <5% of customers).
SMTP's solution delivers both a technical and customer service aspect. From the technical side, emails outsourced to SMTP go through "reputable" IP addresses to ensure delivery to the inbox and monitor delivery issues. SMTP actively educates clients on how to maintain proper email lists and how to send emails, while working with ISPs and email providers to address resolutions to non-delivery issues.
Competition is Intense but Fragmented
SMTP faces competition from three principal categories 1) in-house, do-it-yourself operators, 2) integrated solutions from email marketing companies and, 3) direct competition from infrastructure providers. Integrated solutions companies range from companies like ConstantContact (CTCT), ExactTarget (ET), MailChimp, and VerticalResponse. These are mostly one size fits all models, and have all customers on one IP address. For enterprise customers with large needs, even Amazon (AMZN) has entered the market with their "Simple Email Service" which allows customers to leverage their infrastructure at low cost, but with limited service, support, or add-on features. SendGrid.com is another example of an infrastructure provider. Some of SMTP's closer competitors are AuthSmtp.com, SMTP2Go.com, TurboSMTP.com, SocketLabs.com, and iContact.com.

M&A Activity is Robust in the Marketing Services Space and Offers Upside Potential
In October 2012, SMTP announced that it retained Bowen Advisors to help it evaluate strategic alternatives for maximizing shareholder value. We believe this is a strong signal from the management and its Board that they believe their share price to be undervalued. It is easy to understand why this would be the case with the torrid pace of M&A activity in their markets, and modest valuation they are currently receiving. In addition to the various direct and adjacent competitors we discussed earlier that would be interested in evaluating SMTP as a target, there are a variety of other companies that have been acquisitive in the email marketing space. In just the past few months, Twitter acquired RestEngine, Rackspace acquired Mailgun, and Vocus acquired iContact. We believe these deals underscore the priority that companies are placing in using email services to connect and engage with customers in an increasingly competitive and slowing growth business environment. Current Valuation Leaves Room for Appreciation Even Without a Strategic Transaction
While there is no exact comparable company to SMTP, we have benchmarked their valuation against a broad range of marketing and digital software service companies such as Valueclick (VCLK) and Acxiom (ACXM), although closer comparables are likely ExactTarget, J2 Global (JCOM), ConstantContact (CTCT), Responsys (MKTG), ReachLocal (RLOC), and Zix Corp (ZIXI). Furthermore, investors are currently being rewarded with an attractive 6.3% dividend yield. At the current share price, the company is valued modestly at just 2.5x, 12.8x, and 7.1x 2013E sales, EPS and EBITDA, respectively. Our research suggests that M&A activity is accelerating in the email marketing solutions sector, with a broad range of large and small companies scrambling to broaden their offerings to customers. As a result, we believe SMTP could be attractive to a number of acquirers, and that investors are currently receiving a free call option on a value-enhancing transaction.
